Is This a Fake?

I saw this at the flea market today. Is it a fake, if not, what is it, and are they asking a good price for it? Thanks

The maker is uncertain, but it's not considered a fake, per se. Some sources conjecture a similar one with a "B" on it is possibly Wagner, but there's no real proof of it. $13 is more than reasonable.
 
Thank you for the replies gentlemen, I'll go back tomorrow and see if it's still there.

"Fake" was probably a poor choice of words, the writing looks somewhat crude and I wasn't sure if someone was trying to imitate someone else.
