Help ID fancy handled skillet

I just picked up this skillet/combo cooker top and was wondering if anyone could help identify the maker and/or the age of the item. The handle design is nothing I have seen before with a pointed/scalloped end, has indented thumb rest, large teardrop elongated opening in the handle, and the underside and the skillet bottom is marked with 4 incised rings, a gap then 3 more smaller incised rings forming a bullseye like pattern. The sides of the skillet are ridged, stepping down in the outer diameter before rounding off at bottom.

It's the cover/shallow skillet from a Wagner double skillet set. Early 1940s. BB pg. 237.
