Mysterious Gem Pan: Help ID Please!!

Also posted in "Show n Tell" and 3 different facebook groups, and not 1 person anywhere can give any clues about who made this little beauty!! Somebody must have SOME idea!!
Found in Central Va. 8 pretty shallow (about 1") "shell" cup gem pan. Side gated. No markings. Not a great casting, a bit rough in places, lots of small flaws. Handles original not modified. Can't find any other pans by anyone with this 4x2 open frame. Is this maybe a prototype? Any value to this? (not selling, just curious). Guesses welcome!! Thank you!!

Per forum rules, please don't post the same thing in more than one place (here). If anyone has an idea, they will respond. The subpar casting quality makes me think it's not a known maker, and the configuration doesn't appear to be a copy of a known maker's pan. See also:
