I found an old thread here showing a near match and best thought to be maybe Wagner. It has the same style but I can’t find anything on it. Any help is greatly appreciated.
This configuration would be analogous to the Wagner style "B" (later c/n 1323) popover pan, but the handle part was never like this. A Wagner "S" style pan also has the 11-cup 4-3-4 configuration, but it has receivers for a separate lifter handle. With the "No" and "10" being inverted, this is more likely what the "yellow book" calls variation 6 of the Griswold #10/948 popover pan.
