I'm gonna say its an Import, maybe an incense burner? I have a skillet like this that came with a cookie mix. Its Import.

I don't think the ring and the lid go with the pan, which I also agree looks like from one of the mini skillet cookie sets sold under a variety of names (Nestle, Reese's). The markings on the underside of the ring seem mid-20th century or after to me. What those pieces belong to, I don't know.
