The Windmill with smoking pipes is the Maker's Mark for the Barbour Silver Co., Hartford, CT. which was in business under that name from 1892 to 1898.
They dealt with a lot of silver plate, so it is most likely brass plated with silver.
Brass would give the weight slightly heavier than Cast Iron, but this is definitely not Cast Iron.
The silver plate oxidizes over time and turn black. This can give it a look of iron.
