Can this be used for a electrolysis tank

PZ.P 0-10A 12V Manual Battery Charger and Maintainer 12 Volt Auto Battery Trickle Charger
 
No it's still an auto charger. It's only manual cause the knobs to adjust amps and volts. That's allot of money for a charger. Pick up an older one way cheaper at garage sales, flea markets, etc. Ask around most people will just give them away.
