Flat bottom kettle

I found a kettle this morning for cheap. It looks like this one on ebay except not all rusty. Mine is covered with gunk and I can't see any markings. The bail handle holders are the same as the one in the pictures and the bottom edges are rounded the same. Any idea who made it? It looks like someone actually spray painted flat black over the gunk on my pan? It didn't come with a lid. I have one I found last week that I believe is a BSR. I am hoping it fits. I have been watching the lids on ebay and they sell for so much that I feel inclined to buy every lid I see cheap even if I have no use for it.
 
I pulled this out of the bath this morning and I feel sad. :( After removing the paint the seller used to hide the damage, I realize the cooking surface is horrible. I know some people cringe at the thought of a cup brush on my drill but I need to do something. Breaking up is hard to do. :icon_rofl:

I need some last resort advice. I don't think I can mess this pan up anymore than it already is.
