Gate marked #7

I would have to say with that gate mark it's pre-1890, also the raised 7 on the handle is another sign (assuming). As far as maker, I'm of no help. However I do see quite a few of these gems in my travels and wonder the same thing, manufacturer???
Side question; is the other marking on the bottom a molders mark of any particular meaning?
Hoping for an answer so I can learn with you.
