Gate-Marked Victor?

I saw one recently, and passed it up because I didn't think I should be seeing a gate mark on a Victor. Comments?

No Griswold-made skillets should be bottom gated.

I agree, but why would someone go through the trouble of doing this with an "economy" skillet?...Check this out -

The object wasn't to make collector's items, just some skillets. And they couldn't afford real patterns.
