Heat damage

I've been watching an auction for a Unmarked Wagner #10 ... here: http://www.ebay.com/itm/282032798024?_trksid=p2055119.m1438.l2649&ssPageName=STRK%3AMEBIDX%3AIT

One of the images, shown below, in that auction shows what looks to be heat damage. Is that correct ? Shall I assume no amount of time in an etank would fix this ?

I'm hesitant to bid in general as the shipping to me would be $52.74 in US dollars, import fees (another $10 USD) ... all on top of what the winning bid is. Are there any other Canadian collectors here ? Other than just driving to the US, do you guys just suck up these outrageous fees or do you have some way around it ?

Regardless, I'm just trying to get a feel regarding heat damage for future reference.

With it being flat and no indication of discoloration on the cooking surface I don't suspect heat damage. More likely a camera glitch.
