#22 was the designation used by many foundries for this gem pan configuration, but Wagner used "EE" and Lodge used "44". It would be extremely rare for Griswold to make a pan, even unmarked, without a pattern number, nor is the C a marking they would have used. The handles on Griswold #22 pans were also trapezoidal in shape.
I have a newer Wagner that looks like this, kinda. mine has less sections, but it could be Wagner. They called it a breadstick pan at the site I got it from.
