help with corn stick id

found a corn stick pan but am at a loos with its maker. any ideas?

I don't think this has ever been IDed. There's a similarly marked 23-S that's 5 sticks. Some want to say BSR, but with no proof. Theirs were listed as catalog numbers 11 and 5.
