Help with ID please

I'm looking at this number 6 and can't figure out what it is.





This is what puzzles me ... what is this weird mark at the 6 o'clock position?

It's something someone made using a Wagner skillet they had.

Thanks Doug. I was thinking it looked like an unmarked Wagner, but that mark on the bottom threw me off.
