How do I handle this rust?

I am very new to all of this and my mom wants to give me this little skillet (just a few inches across) which she said grandma used to melt butter in. In order to get rid of this rust do I need to strip it down and start over, or is it possible to repair the spots and then just re-season? Also, can anyone identify this little thing?

Add a dash of vinegar on to the rust & then the steel wool, Brillo or a SS brush. Although mine says BSR (spelled out) in the bottom, yours appears to be the same except for slightly thicker walls which could have come with the change to automation. I’d call it a BSR.
