Is this a ghost?

Inconclusive. It may be build up filling the marking. Or it may be a ghost mark, which if it is, would mean it's not genuine. Unmarked Erie skillets are not known.
 
Doesn't look like a ghost to me, but the red discoloration looks like fire damage instead of rust which may be the reason it doesn't sit flat. To answer your question, no you don't have to "settle" to get an old skillet that sits flat, but you do have to be selective and you might have to pay more than you want. I don't have any Eries, but I've got a few Wagners that are over 100 years old that sit flat.
 
Doesn't look like classic fire damage color to me, more like what camera flash sometimes does to a pan. But warped is still warped.
