Odd finish or layer

I purchased a Griswold #3 skillet with large block logo. It appeared to be in good shape...just needed some love. I started to clean/recondition it and there seemed to be a layer of grayish looking paint or lacquer on it. Has anyone ever seen this before? I know that cast iron is porous. If I get the "paint" off the surface is it still deep in the pan? Will the pan be safe to use?

If it is paint, the combination of lye and electrolysis should take it off. Iron is not as porous as often-heard statements like, "heat the pan to open the pores" would indicate, if it is porous at all. After cleaning, assuming it appears to be totally removed, a lead test kit would be a good idea, just for peace of mind at the least.
