Paint mill...?

Swung by one of the local antique malls, seen this James Smart labelled thing on the counter, no diamond G and it's in the 1885 catalog using the "Harris patent" listed as a paint mill. Supposed to be used for grinding pigments for oil based paint.

The handle is missing, and I understand the premise of the grinder but what about containment? The handle is side mounted, and will swing lower than the base... I just don't quite understand if it's supposed to be mounted to something or what.

I found a couple with no mounting holes. Hold or mount on the edge of a table so the handle hangs over and the catcher/spout will fill the bowl.

Ahh, ok. That makes sense. There was a partial band around the unit, so it's definitely missing part of the bands and the spout itself.
