Finally figured out the attachment feature. I hope this is large enough. The underside of the handle has 2 parallel incisions and the heat ring is outside and continuous.
Several makers used that style of handle/handle attachment in the early 1900s.
The font of the number 9 may be the biggest clue, but I'm not familiar enough with fonts to say who might have made it. Pretty sure it's not Erie/Griswold or Wagner.
