Please Identify Mystery 7

Need help figuring out a pan. No. 7 size, heat ring, very thin handle compared to most pans I've seen. The bottom is either unmarked or obscured by buildup. Here it is with a no. 8 Wagner.

Here's a pic of the bottom. Sorry for the poor quality, I didn't realize it was out of focus.
