My guess is an unmarked Wagner.

Usually IDed as early unmarked Wagner. Nothing to indicate otherwise.

Has a heat ring, which later Wagners of that size, marked or not, didn't have.

Sorry I didn't check this post before I added mine (unmarked Montgomery Wards). Same skillet, and I'm guessing c.1930's. That sound about right to you Doug?
