What is this, #20 skillet

Been in the family since late 50’s early 60’s

I would guess its a Prison made skillet. I have seen a few, and they are all big. I could be wrong tho too.
 
If any of the major makers made a size 20 skillet, it was typically a "hotel" skillet with loop handles on opposite sides, rather than a single handle like a normal skillet.

there are 16's and 20's marked with raised sizes on the handle... there has always been rumors of some eddyville ky penitentiary being the source of them.. but there have been marked versions found that have the name of a foundry from tennessee. the unmarked ones could be copies or not.. hard to say... the 16's have an odd helper handle... like a solid rod sticking out about 3 inches.
this isn't my picture... but I bought the skillet at an auction near eddyville for the person whose picture it is.
 
Any clue what the place in Tennessee was? Dad said this one was brought in by family members that went on vacation to the Smokey mountains and found this and brought it to farm in Missouri
