What's the white stuff on this 4-n-1?

I saw this hammered 4-n-1 in an Etsy ad. I'm hoping to go by and check it out this week. In the pictures, it looks like it has white mold, or maybe it's minerals from water damage? Can y'all tell just by looking at the pictures whether this looks like something lye will take off? Or is damage like this kinda like fire damage and is there forever?

Sometimes the crud gets that ashy look to it when it's been on there a long time, heated repeatedly. May mean lye will have tougher time of it; electro would probably be better.
