Wire brush Marks

Hi all,
I picked p a Wagner Ware #10 Skillet (11 3/4")at an auction. Kind of rusty, but that part is within my ability to address. What has me a little apprehensive are these wire brush marks all over the inside of the pan. Thumbin' through the data leaves me with contradictions on how to approach it. As a result, I have joined up and I am here torespectfully request some guidance. I am attaching photos and thank you all in advance.

IM not sure that seasoning would fill those in or not. Maybe after a lot of uses. I dont think it will affect cooking in it once its cleaned up. Not much value as a collector but nice to use.
 
Looks like an attempt to polish grind the cooking surface on a pan that was made after manufacturers discontinued the process. Some regular use will probably cover it over.
